Québec Immigrant Investor Program (QIIP)
The majority of French-speaking Canadians are living in Quebec. French is Quebec’s official language. The Quebec Immigrant Investor Program (QIIP) was first launched in 1986 and it is the only passive investment migration program available in Canada. Applicant can obtain PR status by investing in Investissement Québec – Immigrants Investisseurs Inc., an investment fund that is guaranteed by the government of Quebec. Besides, applicants can also choose to invest in a one-off loan payment through the arrangement of financing option with an approved financial intermediary.

Personal Requirements
- Age: No age limit
- Net Asset: Have a net worth of at least CAD 2,000,000, which may include spouse’s assets
- Management Experience: Achieved in the past 5 years
- At least 2 years of business management experience or senior management experience (including duties related to the planning, management and control of financial, human or material resources under your authority)
- Education: No minimum requirement
- Language: No minimum requirement
- Scoring: Obtain at least 40 out of 94
Investment Requirements
- Agreement to make a five-year term investment of CAD 1,200,000 with Investissement Québec - Immigrants Investisseurs Inc. The investment is guaranteed by the government of Québec and the trust company will reimburse the applicant CAD 1,200,000 without interest. The investment can also be made with a one-off loan payment of CAD 350,000 through the arrangement of financing option with an approved financial intermediary.

1. When was this program established?
This program was established in 1986. In March 2018, the investment amount increased from CAD 800,000 to 1,200,000, and the financing amount increased from CAD 220,000 to 350,000.
2. What assets can be included to calculate the total net worth?
Real estate, bank account deposits, pension funds, and stocks and bonds may be included.
3. Are gifts and inheritance given by my parents included as acceptance sources of the fund?
Yes, but it must be received at least 6 months before the application.
4. Is my job considered as senior management?
You must be able to prove that your management skills require budgetary, human resources functional decision, sales forecasting, purchase approval, hire and fire, etc.
5. How long does it take to immigrate to Quebec via QIIP?
The whole processing time is generally around 5 to 6 years.
